No it’s just American responses. The way to read it is: 10% of all males that are on the internet in the USA use Twitter, 9% of all females that are on the internet in the USA use Twitter.

This infographic is misleading, it could easily be read as comparing the percentages directly and without seeing the numbers the percentages relate to it’s difficult to put into context.
